fix: 분류 관리 탭 줄바꿈 — 순서변경 버튼 추가로 '지출분류' 두 줄 깨짐 수정

- 탭 텍스트 white-space:nowrap, 탭 영역 flex:none(안 줄어듦)
- tabs-row flex-wrap: 좁으면 액션 버튼이 아래 줄로
